Einladung zum jährlichen Kongress der LIGA (LIDC) in Bukarest02.09.2026

Die Internationale LIGA für Wettbewerbsrecht (LIDC) hält ihren Kongress dieses Jahr vom 15. bis 18. Oktober erstmals in Bukarest ab, wobei alle Informationen hier abrufbar sind.

It is both a great honour and a personal joy to welcome the international LIDC community to Bucharest for the 2026 LIDC Congress, taking place from 15 to 18 October 2026. For the first time in its distinguished history, the Congress will be hosted in Romania. The LIDC Congress 2026 brings together over 200 participants from approximately 25 countries, and around 30 international speakers (including from the CJEU, the European Commission and national competition authorities, EUIPO, EPO, OSIM, ORDA). Members of the Competition Council plenary, department coordinators (FDI, Cartels, Legal, etc.) and judges from the ICCJ and the Bucharest Court of Appeal will also participate.

The discussion topics are multidisciplinary, ranging from sustainability, digitization, alternative procedures to fines by the Competition Council, direct investments scrutinized by competition authorities, to the protection of works of art, challenges faced by artists in the context of AI, etc. The Congress agenda will bring together leading practitioners, academics, judges, competition officials and in-house counsel from across jurisdictions to discuss some of the most pressing developments in antitrust, intellectual property and digital
regulation. The scientific programme includes high-level panels dedicated to merger control and foreign investment screening, digital markets, defence rights in antitrust proceedings, algorithmic pricing, AI-assisted creation and standard essential patents, alongside the traditional LIDC working sessions on the two annual study questions.

The two questions examined at the congress with the related national and international reports are set out as follows:

Question A: “To what extent and in what way have the negotiated procedures (leniency, commitments, settlements and, where applicable, consent decrees) improved the effectiveness of Antitrust Law without unduly conflicting with fundamental principles such as the rights of defense and confidentiality?”

Question B: “To what extent does intellectual property law recognize the evolving concept of “art,” including in the context of AI-assisted creation, and how does this shape the limits between the different types of Intellectual Property Rights and their role in enabling innovation, investment and the monetization of creative outputs?”

Beyond the academic programme, we hope participants will also discover the energy, elegance and contrasts that define Bucharest today. A city where Belle Époque architecture coexists with contemporary creativity and entrepreneurial dynamism, Bucharest offers a unique setting for dialogue.The Congress will be hosted at the InterContinental AthéNéE Palace Bucharest, one of the city’s most iconic landmarks. Overlooking the Romanian Athenaeum and located in the historic heart of Bucharest, the hotel
has witnessed more than a century of political, cultural and diplomatic history. Its remarkable heritage, refined architecture and timeless elegance make it a fitting venue for a congress dedicated to legal tradition, innovation and international exchange.
